The two-day event will feature lectures on human rights, the Ombudsperson Institution, and case studies. The workshops are open to the press, but not to OSCE staff. Similar workshops will take place throughout Kosovo.

The event, organized with the assistance of the Housing and Property Directorate and the Department for Judicial Affairs, is a pilot project for 20 participants from all the regions in Kosovo. The event is open to the media.

The seminar is intended to introduce the broad OSCE concept of security to officials of the Turkmen Ministries of Foreign Affairs, Defence, Internal Affairs and the National Security Committee.

Representatives of the OSCE particpating States will meet to discuss the implementation of the Confidence- and Security-Building Measures layed out in the Vienna Document.

The OSCE Chairman-in-Office, Romanian Foreign Minister Mircea Geoana, will travel to Armenia, Georgia and Azerbaijan from 26 February to 2 March 2001.

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) will observe the parliamentary elections in Moldova, scheduled for 25 February 2001.
